This quote is part of a series of four quotes that all had to do with the strength and character of a ruler. The first quote, that the first method of estimating the intelligence of a ruler is to look at the men he has around him, was not really considered to be a good method for determining the intelligence of any ruler. Once people became more educated and wise, they had more knowledge on how to measure intelligence than simply by looking at the people around him.
